The Cleburne City Council approved a resolution to award a $7,937,199 contract to Garrett Shields Infrastructure LLC for the Lakeshore Drive and Harvest Hill Road Improvements Project, which includes reconstruction of multiple streets (about 9,300 linear feet), concrete curb and gutter, drainage work, sidewalk and trail improvements, on‑street parking near the park and street lighting.
Public works staff (Mr. Hutt) said seven bids were received and Garrett Shields was the low bidder and scored best under the published best‑value criteria. "Based on the best value criteria... they were selected as being able to provide the best value to the city," Hutt said. The contract amount includes a $500,000 owner contingency and staff recommended authorizing the city manager to execute contract documents and change orders. Construction duration was estimated at 18 months, with start expected mid‑July after the July 4 holiday.
Council members asked whether the contractor was local and whether local firms bid; staff said the winning bidder and most respondents were regional and that the bidding process includes best‑value factors to encourage local participation where appropriate. Funding for the project is available through previously authorized tax and revenue certificates of obligation series 2024 and 2025. Council approved the contract unanimously.
