Planning staff (Ms. Bergman) explained the applicant's intent to replace a deteriorated single‑family home with a duplex and noted that the Planning and Zoning Commission recommended denial by a 5–1 vote; because of that recommendation, a supermajority would have been required to approve. Applicant representative Charles Chandler said the existing house was in poor condition and described plans for a duplex with a garage. "It's in really bad condition... to really repair it right, you would have to practically tear half of it down," Chandler said.
Council members debated neighborhood consistency, previous zoning work and whether approving one parcel would require broader changes elsewhere. One council member said changing the zoning "sets us back" from prior comprehensive zoning work. After discussion, a motion to deny passed 4–1.
