Lisbon council accepts FY25 audit, approves utility lien, tables Well No. 5 rebid and sets Dec. 8 hearing on three-way stop

At its Nov. 24 meeting the Lisbon City Council approved the consent agenda and FY25 audit, adopted a property lien for unpaid utility fees (Resolution 39-2025), tabled the Well No. 5 rebid, and set a Dec. 8 public hearing on changes to Ordinance 65.03; department reports included 831 ambulance calls to date.
The Lisbon City Council on Nov. 24 approved routine business and several motions affecting city operations and upcoming hearings.
Councilmember John Bardsley moved, and Nathan Smith seconded, to approve the consent agenda, which included the Nov. 10 minutes and a list of bills; the motion carried 5-0. Separately, Rick Scott moved, seconded by Kevin Steele, to accept the FY25 audit review as presented; that motion also passed unanimously.
The council approved Resolution 39-2025 to place a property lien for unpaid utility fees. The motion (moved by Nathan Smith and seconded by Kevin Steele) passed on a roll call with five ayes.
On an infrastructure item, the council opened a public hearing on the chemical feed building and the rebid for Well No. 5; City Engineer Eric Gould presented details. The council then voted (motion by Nathan Smith, seconded by Rawley Alger) to table agenda item 6C regarding the Well No. 5 rebid.
Councilmembers voted to set a public hearing for Dec. 8, 2025, to consider proposed changes to Ordinance 65.03 governing three-way stop intersections at Kraiburg Boulevard and Meyers Drive.
Department reports and notices included: Public Works Director Travis Bagby reported two remaining dugouts to pour and ongoing leaf collection; Parks & Recreation Director Drayton Kamberling said girls' basketball is underway and announced a community Christmas event on Dec. 19 at 6 p.m.; Ambulance Director Jacob Lindauer reported 831 calls to date for 2025 and said recruitment work is ongoing; City Administrator Brandon Siggins noted budget work, a downtown fire walkthrough, the BE Lisbon grant being open, an irrigation project, an upcoming meeting with the school board and that police hiring is underway. The minutes also note that golf cart permits expire at the end of the year.
Mayor Doug O'Connor and council members congratulated Jake Siggins on receiving a Grade 1 Water Treatment license and adjourned the meeting at 7:45 p.m.
