Lisbon council appoints Rawley Alger, sets public hearing on EMS district and approves traffic changes

The City Council of Lisbon, Iowa, met Oct. 27, 2025, and unanimously approved a series of routine and procedural actions, including the appointment of Rawley Alger to the council and steps toward creating an Emergency Medical Services (EMS) District.
Mayor Doug O’Connor called the meeting to order at 7:00 p.m. Council members John Bardsley, Rick Scott, Kevin Steele and Nathan Smith were present. In a motion by Rick Scott, seconded by Nathan Smith, the council approved Resolution 35-2025 to appoint Rawley Alger to the council; the roll-call vote recorded Ayes: Bardsley, Steele, Smith and Scott, and the motion carried 4-0.
The council accepted receipt of a petition to establish an Emergency Medical Services District under Iowa Code 357G. That motion, made by Nathan Smith and seconded by John Bardsley, passed unanimously. The council set a public hearing on the proposed EMS district for Nov. 24, 2025.
The governing body also approved several other routine items. A consent agenda motion by John Bardsley, seconded by Nathan Smith, approved the Oct. 13, 2025 meeting minutes, the list of bills and a liquor license for Whitey’s Bar & Grill LLC; the motion carried 4-0. Rick Scott moved, seconded by Nathan Smith, to add stop signs at Kraiburg Boulevard and Meyers Drive; the council approved that motion unanimously.
On infrastructure matters, the council voted to set a public hearing and bid date for rebidding the Chemical Feed Building and Well No. 5 project for Nov. 24, 2025. The motion to set the hearing and bid date was made by John Bardsley and seconded by Kevin Steele and passed 4-0.
City staff gave brief reports. Public Works Director Travis Bagby said a pipe issue at a city well has been fixed, work at Well No. 5 continues, bases for dugouts at the sports complex are being prepared and a manhole repair at Grant Avenue is pending; concrete work by Gillette is contingent on weather. Parks & Recreation Director Drayton Kamberling reported girls basketball and a camp have started and reminded residents that the Halloweentown downtown event is scheduled for Oct. 31 from 5 to 7 p.m. Ambulance Director Jacob Lindauer said the ambulance service experienced a busy quarter and is preparing for an inspection in spring. City Administrator Brandon Siggins reported the fire department is performing hose testing, the library reopened after shelving installation, park restrooms are now closed for the season, Elite Stone and sports complex projects are progressing, budget work is underway, an insurance meeting is scheduled and the final yard waste pickup for the year is Nov. 10.
Council member John Bardsley thanked the public works crew for their work at the library, commended City Clerk Christina Eicher on a magazine article and reminded citizens to vote in next week’s election. Mayor Doug O’Connor adjourned the meeting at 7:14 p.m.
Votes at a glance: the motions recorded in the minutes were all approved unanimously with four affirmative votes and no nays or abstentions.
