Lisbon council rejects Well #5 bids, adopts fireworks ordinance and approves downtown grant

The Lisbon City Council on Sept. 22 unanimously rejected all bids for the city’s Well #5 project, directed staff to revise the project scope and go back out for bids, approved a downtown reinvestment grant for Indulgence Salon and adopted Ordinance 03-2025 updating the city’s fireworks regulations.
The meeting opened at 7:00 p.m. with Mayor Doug O’Connor presiding and four council members present: John Bardsley, Rick Scott, Nathan Smith and Kevin Steele. After the consent agenda — which included the Sept. 8 minutes and a list of bills — passed on a 4-0 vote, City Engineer Dave Schechinger reviewed bids for the Well #5 project and reported that the low bid exceeded the project budget. The council voted 4-0 to reject all bids (motion by Rick Scott, seconded by Nathan Smith) so staff could modify the scope and seek new bids; the council then approved a motion (Smith, seconded by Scott) to revise the scope and re-bid the project.
Also on the consent/action docket, the council approved a Downtown Reinvestment Grant application from Indulgence Salon to fund new flooring (motion by Rick Scott, seconded by Nathan Smith; vote 4-0).
On its third and final reading the council approved Ordinance 03-2025, an update to the city’s fireworks regulations. Nathan Smith moved the ordinance’s final reading with John Bardsley seconding; a roll call recorded ayes from Bardsley, Steele, Smith and Scott and the ordinance carried 4-0.
Council members heard brief reports from city departments. City Engineer Dave Schechinger said the Kraiburg road extension project is progressing; Public Works Director Travis Bagby reported curb installation, ongoing work at the sports complex and continued attention to Well #5 and yard-waste cleanup after a scheduling mix-up. Parks & Recreation Director Drayton Kamberling said fall sports are underway and Halloweentown planning has begun. Police Chief Jason Blinks reported that the department’s hiring process is underway. City Administrator Brandon Siggins updated the council on grading at the sports complex, remaining work on the Alliant project and a nuisance matter on N Jackson Street.
Mayor Doug O’Connor and the council congratulated City Clerk Christina Eicher on her recent election as president of the Iowa League of Cities. The mayor adjourned the meeting at 7:17 p.m.
Next steps: staff will revise the Well #5 project scope and reissue bids; no additional public hearings or votes on the Well #5 project were scheduled in the minutes.
