Port Wentworth council approves fee-schedule update, county tax-collection contract, construction award and budget amendments

At its Sept. 18 meeting, the City of Port Wentworth council approved several staff-recommended administrative and procurement items in unanimous votes.
The council approved the second reading of the FY2026 Aid to Construction Fee schedule change, which consolidates five development zones into three (Downtown; I-95 South/North; Highway 30 West) and applies only to developer fees, staff said. The second-reading approval was recorded with Shawn Randerwala as mover and Mark Stephens as seconder.
CFO and Assistant City Manager Thomas Kilmartin explained that state law requires a formal contract between the city and Chatham County for property-tax collection and that the contract the county prepared contains no increase in collection fees. The council approved the contract (mover Rufus Bright, seconder Mark Stephens).
On procurement, staff said an RFP for park fields, fencing and facilities was advertised and scored on qualifications; Chase Merrill Construction received the top score (93.5) and was awarded the contract. Council approved the award unanimously.
Kilmartin also described a court-directed refund of $14,763 from asset-forfeiture funds and recommended budget amendments and rollovers to close out the fiscal year. The council approved the amendments unanimously.
