Lisbon council adopts urban renewal amendment, sets development agreement and Well #5 timetable

The council approved Resolution 27-2025, adopting the Urban Renewal amendment. The motion, made by Council Member Nathan Smith and seconded by Council Member John Bardsley, passed by roll call with four ayes and one absence (Rick Scott). The council then approved Resolution 28-2025 to set the date of a meeting at which it is proposed to approve a development agreement with Goose Bay Properties, LLC that would include annual appropriation tax increment payments; that motion, also made by Smith and seconded by Bardsley, passed on the same roll call.
Council members also moved several fiscal measures. Resolutions 24-2025 (property liens), 25-2025 (FY26 capital improvement and LOST transfers), and 26-2025 (end-of-FY25 budget final amount transfers) were approved by roll call votes with the same 4-0 tally and one member absent. Separately, Resolution 29-2025 to add/recognize a Fire Department member was approved by roll call (details of the personnel action were not specified in the minutes).
On infrastructure scheduling, the council set the bid opening for Well #5 for Aug. 7, 2025 at 2:00 p.m. in Lisbon City Council Chambers and set a public hearing on the Well #5 plans, specifications, form of contract and estimate of cost for Aug. 11, 2025 at 7:00 p.m. Both actions passed on unanimous recorded votes.
The council approved a payment of $11,160 to YTT Design Solutions for Phase II engineering of the sports complex. That motion, made by John Bardsley and seconded by Kevin Steele, carried on a 4-0 vote.
What this means: the Urban Renewal amendment is adopted and the city has scheduled the next formal steps to consider a development agreement tied to tax-increment financing. The Well #5 timeline establishes procurement dates for the water project; the engineering payment advances work on the sports complex.
