River Ridge CDD adopts goals and performance measures to comply with HB 7013

District Management and District Counsel presented proposed goals, objectives and performance measures to comply with Florida House Bill 7013, which requires special districts to adopt annual goals and report performance measures.
Cleo Adams and District Counsel Tony Pires explained the statutory requirement and a draft reporting framework that identifies three primary performance categories: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form by motion of Mr. Blumenthal, seconded by Mr. Twombly.
Staff noted the initial report is due Dec. 1, 2025 and must be posted on the CDD website; the date was added to the district's Key Activity Dates list. The board’s vote was unanimous among supervisors present.
Board members did not record further changes to the proposed measures in the minutes; staff and counsel will finalize the metrics and handle the statutory posting and reporting obligations prior to the deadline.
