River Ridge CDD adopts 2024–25 budget, approves special assessments and accepts supervisor resignation

The River Ridge Community Development District Board of Supervisors adopted the fiscal year 2024–25 budget and an amended special‑assessments resolution during its Aug. 27 meeting at the River Club Conference Center in Estero.
District Manager Chuck Adams told the board the budget posted with the agenda contained scrivener errors; staff corrected the FY2025 figures and amended a street‑sweeping description before the public hearing. The hearing drew no public comment. On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the board adopted Resolution 2024‑07, “Relating to the Annual Appropriations and Adopting the Budget(s) for the Fiscal Year Beginning October 1, 2024, and Ending September 30, 2025,” as amended; the vote was recorded as unanimous among those present.
District counsel opened a separate public hearing on Resolution 2024‑08, which makes a determination of benefit and imposes the special assessments for Fiscal Year 2024/2025. No property owners spoke. The board agreed to delete all references to “Exhibit B” from the resolution and, by motion of Mr. Blumenthal seconded by Mr. Twombly, adopted the amended resolution unanimously.
The board also accepted the resignation of Supervisor James Gilman (Seat 1, term through November 2026). The board directed staff to solicit candidates for the unexpired term—asking The Meadows and residents to submit resumes or letters of interest before the next meeting—and deferred administration of any oath or related onboarding items until a later date.
The board approved the budget and assessment measures “as amended,” and minutes reflect the motions passed “with all in favor.” The actions carry the routine authority to levy and certify assessments and to authorize budget amendments under the district’s rules; no additional implementing dates were specified in the minutes.
The board set a next meeting for Sept. 4, 2024 at 1:00 p.m. and confirmed a quorum for that date.
