The Charlestown Board of Public Works voted unanimously March 19 to award a $10,860 landscaping contract to the lowest responsive bidder, identified in the meeting as "Bonds," to maintain medians and provide weekend watering for downtown hanging baskets.
City staff told the board that recent budget cuts eliminated one full-time maintenance position, stretching the remaining crew and prompting staff to solicit outside bids for edging, weeding, mowing and litter removal of four medians on State Road 62 (from Jim Lewis Parkway to the Bolero) and nine islands on Market Street. Staff also requested weekend watering for about 12 hanging baskets on the city square for roughly 14 weeks.
Staff reported soliciting proposals from five vendors; Cutting Edges did not submit a quote. The lowest responsive quote came from Bonds at $10,860. Staff said it had obtained three reference letters and verified that Bonds carries a $1,000,000 liability insurance policy; the company will add the city as an additional insured and provide a W-9 before the contract is finalized. The city attorney, Perry McCall, will finalize contract language prior to execution.
On a motion by Maggie Wild, seconded by Ernie Thompson, the board voted to award the contract and authorized staff to execute the contract pending final attorney approval. There was no public comment on the item.
