River Ridge CDD appoints Keith Merrill to vacant seat and elects officers

The River Ridge Community Development District Board of Supervisors on Oct. 22 appointed longtime Pelican Sound resident Keith Merrill to fill the unexpired term for Seat 1, which runs through November 2026.
Chair Bob Schultz nominated Merrill, and the appointment passed on a motion by Schultz, seconded by Robert Twombly, with all in favor. Mrs. Adams, acting as a notary, administered the Oath of Office. District counsel Tony Pires and Mrs. Adams briefed Merrill on required ethics training, Form 1 disclosure, Form 8B conflict notice procedures, the Sunshine Law and public-records obligations.
At the same meeting the board adopted Resolution 2025-01 to elect and remove district officers. Kurt Blumenthal nominated the slate: Bob Schultz as chair, Terry Mountford as vice chair, Kurt Blumenthal and Robert Twombly as assistant secretaries, and Keith Merrill as assistant secretary; the resolution also removed James Gilman from officer positions. The resolution was adopted on a motion by Blumenthal, seconded by Mountford, and approved unanimously.
The board’s actions were procedural and unanimous; next steps include completion of required training and any filings associated with the new and reappointed officers.
