Caroline County commissioners approve $366,425 contract to repair Wolf Road

Vice President Porter introduced purchase order PO2026-0589 and the accompanying contract with Richard Breeding Excavating Inc. for $366,425.14, saying Wolf Road had been identified as a high-priority dirt road for paving based on traffic, school-bus access and emergency-services needs. County staff said the project advanced from earlier engineering and design work and that the request followed the county’s procurement process, though the county received only one bid for the work.
Commissioner Barks moved to approve PO2026-0589; Vice President Porter seconded. The board voted by voice and approved the purchase order and the contract.
County staff told commissioners they currently have just under $640,000 set aside for dirt-road paving, and that Stafford Road and Trunk Line are other roads in active work or out for bid. Staff also said the Wolf Road scope had been narrowed to avoid extensive pipe replacement and to focus on paving the prioritized segment.
The contract award follows a multi-year prioritization effort that considered homes per mile, school-bus routes identified by the Board of Education and emergency-services call history. The contract is expected to proceed under the county’s standard procurement and construction oversight processes.
