The Township Committee voted March 11 to adopt Ordinance 581-26, which approves a redevelopment plan for Block 11401, Lot 7 (commonly identified in the minutes as 1106–1122 Valley Road). The ordinance formalizes the Planning Consultant's work (J Caldwell & Associates) and refers the plan to the Planning Board for its report pursuant to N.J.S.A. 40A:12A-7(e) where required, consistent with state redevelopment law.
Mayor Piserchia opened the public hearing on the ordinance. Pamela Ogens spoke during the hearing to highlight additional changes suggested by the Planning Board, and resident Charles Arentowicz referenced a March 15, 2026 deadline for related submissions or comments. Following the hearing, the Committee closed public comment and adopted the ordinance by roll call; Deputy Mayor Dorsi was recorded as abstaining while the other members voted in favor.
The ordinance text included in the meeting packet recounts prior procedural steps: a June 9, 2021 preliminary investigation and a December 14, 2021 Planning Board recommendation that the property be designated a non-condemnation redevelopment area. The redeveloper's planning consultant prepared a formal redevelopment plan that the Committee approved and filed for Planning Board review; the plan also amends the township zoning map where applicable.
Next steps: The ordinance directs that a copy of the redevelopment plan be available for public inspection at the municipal clerk's office and initiates the formal referral process to the Planning Board; implementation and any zoning amendments will follow court and municipal procedures required for redevelopment projects.
