Board approves Mountain View Estates subdivision, advertises stormwater-fee ordinance and handles routine township business

At its April 16 meeting, the North Middleton Township Board of Supervisors approved a range of development, equipment and administrative actions, including finalizing a 35-lot subdivision and authorizing public notice for a stormwater-service-fee ordinance.
Key votes at a glance: the board unanimously approved the Final Subdivision Plan for Mountain View Estates Phase 6 (35 single-family homes) after receiving a presentation from John Murphy of Alpha Engineering and administrative comments from Doug Brehm. The board also unanimously approved multiple waiver requests associated with the CASD middle school plan (sheet size, sidewalks, curbs, monuments/markers and certain stormwater calculation assumptions), but denied the recreation-land/fee-in-lieu waiver by a 4–1 vote.

- Authorization to advertise Ordinance #2026-02 (amendments to Chapter 175, Article X on stormwater service fees). Motion by Supervisor Ron Greenway; second by Supervisor Rick Hoover. Passed unanimously. This authorization directs staff to publish the ordinance for public notice; it is not final adoption.
- Authorization for the Township Manager and Highway Superintendent to list a 2002 GMC 8500 dump truck for sale on Municibid. Motion by Supervisor Ron Greenway; second by Supervisor Barry Sherman. Passed unanimously.
- Approval of Resolution #2026-07 (Plan Revision for New Land Development — sewage module for CASD Middle School). Motion by Supervisor Ron Greenway; second by Supervisor Mehdi Atar. Passed unanimously.
- Approval of a PA Municipal Retirement System adoption-agreement amendment. Motion by Supervisor Ron Greenway; second by Supervisor Mehdi Atar. Passed unanimously.
- Time extensions granted: Alexander Spring Preliminary Subdivision and Land Development Plan (#2025-03) to July 31, 2026 (moved by Rick Hoover; seconded by Mehdi Atar); Bennington Phase 4 to June 30, 2026 (moved by Barry Sherman; seconded by Rick Hoover). Both passed unanimously.
- Bond release approved for Carlisle Christian Fellowship (1825 Suncrest Drive). Motion by Ron Greenway; second by Rick Hoover. Passed unanimously.
The board also received routine departmental updates: Chief Gary Carver said the police department’s mock assessment "went well" and a final assessment is scheduled for May 20; Manager John Epley reported that Village Park restrooms construction will start next Monday and park cameras are recording though live view is not yet available. The fire department requested township maintenance of the UAS Bus and was authorized to proceed; the department plans to prepare specifications for a mini pumper and return to the board in three to four months.
The meeting included reports on older projects: staff submitted bridge grant applications for Post Road and met with DEP on a Growing Greener grant for landfill surveying but have not yet received authorization to begin the survey. Staff reported opposition letters related to the Portage Project and the board concluded it will not pursue that project further. The board entered an executive session with no votes recorded and adjourned at 7:50 p.m.
