Commission conditionally recommends CASD Middle School plan and backs most waiver requests, defers recreation-fee decision

The North Middleton Township Planning Commission on March 17 conditionally recommended the final land development plan for the CASD Middle School and moved to recommend multiple waiver requests, while deferring the recreation-land/fee waiver to the Board of Supervisors.
Representatives Justin Doty and Dr. Mike Black presented the plan for the new middle school on CASD property along Waggoners Gap Road (parcel #29-07-0471-042BEX). Doty said the project has completed administrative NPDES review and entered technical review. He told commissioners many County and Borough comments are similar and that he has met with the Borough Sewer Authority engineer regarding a sewer line crossing the property. The plan shows a roundabout at Waggoners Gap Road for reference; the developer intends to return with a separate submittal specifically for the roundabout.
Engineer Doug Brehm said the developer is addressing remaining comments and noted drainage through the campus will be served by larger pipes sized to carry a 25-year storm. Doty said a sidewalk connection to Wilson Middle School has been reintroduced and that many monuments and markers are set, though some remain missing.
Commission discussion focused on a recreation-fee waiver and traffic concerns. Commissioners asked for an estimate of the recreation fee; Doty said disturbed land for the project totals 47.5 acres and acknowledged the school’s recreational facilities will primarily serve students with limited public access. Visitor Barry Sherman urged consideration of improvements to the intersection of B Street and Route 74 (the blinking light); Doty said any improvements would be coordinated between PennDOT and Carlisle Borough and suggested supervisors consider submitting a letter urging PennDOT attention.
On waiver requests, the commission voted to recommend the following waivers as set forth in the March 16 Frederick Seibert & Associates letter: Chapter 180 Section 24.A (Preliminary Plan), 27.B(1) (sheet size), 38.A (installation of sidewalks on street frontages), 39.A (installation of curbs on street frontages), 42 (monuments and markers), and 57.A(3) (runoff computations). Waiver 180-24B(28) (recreation land or fee in lieu of such dedication) was deferred to the Board of Supervisors with neither a positive nor negative recommendation.
Mehdi Atar moved to conditionally recommend the final plan to the Board of Supervisors subject to engineering and county comments, resolution of Authority comments, and a standard Developer’s Agreement; Scott Forsythe seconded and the motion passed unanimously. The recommendations and waiver endorsements will be forwarded to the Board of Supervisors for final action.
