North Middleton supervisors approve final plan for new CASD middle school; deny recreation-fee waiver

North Middleton Township’s Board of Supervisors approved the final land development plan for a new CASD middle school on Waggoners Gap Road at its April 16 meeting, and denied the school district’s request to waive required recreation fees.
The board voted unanimously to approve the Final Land Development Plan for CASD Middle School (#2025-07) after Supervisor Rick Hoover moved the measure and Supervisor Ron Greenway seconded. The approval is contingent on addressing outstanding items in the Brehm-Lebo memorandum dated April 15, 2026, execution of the Developer’s Agreement and a stormwater management agreement.
The plan, as reviewed by Justin Doty of FSA Associates, shows a slightly revised campus layout that includes a proposed roundabout on Waggoners Gap Road. Colleen Friend said the district plans to reconfigure its schools — closing Letort and Mt. Holly elementary schools — with the new middle school to serve grades 7–8. The district estimates construction will take about 27 months and anticipates conversion to be complete by summer 2028, a schedule Doty described as time-sensitive.
Why it matters: The approval advances the district’s consolidation and campus reconfiguration, with traffic and stormwater implications noted by engineers. The board’s conditions (completion of engineering checklist items and formal agreements) mean construction cannot begin until those items are resolved.
The meeting also recorded an extended discussion and vote on waiver requests the District sought for the project. The board approved a set of waiver requests for specific provisions of Chapter 180 (including preliminary-plan submission form, sheet size, sidewalks, curbs, monuments/markers, and stormwater predevelopment assumptions). However, the board declined the waiver for Chapter 180 §24.B(28) & §41 (Recreation Land or Fee In Lieu Of). Supervisor Barry Sherman moved to deny the recreation-fee waiver; Supervisor Mehdi Atar seconded. The motion passed 4–1 with Supervisor Ron Greenway voting no.
During the discussion, Supervisor Atar asked why the district should be exempt from recreation fees. Justin Doty said it would be “a situation where one taxing authority should pay another taxing authority,” and Supervisor Sherman noted that township residents pay school taxes but do not necessarily use school facilities. Supervisor Rick Hoover said he would have supported a waiver only if the school grounds were open to the public; because they are not, he opposed waivering the fee.
Authorities and next steps: The approval is conditioned on items cited in the Brehm-Lebo memorandum and legally required agreements; the board also approved Resolution #2026-07 (sewage module plan revision) related to the project. Township staff and district representatives will finalize the Developer’s Agreement and stormwater management agreement before the project can proceed. The board did not set a construction start date at the meeting.
The board’s action on the CASD plan was recorded as a motion by Supervisor Rick Hoover, seconded by Supervisor Ron Greenway, and passed unanimously.
