Ottertail council authorizes bid solicitation for China Street and Ottertail Avenue resurfacing

The City of Ottertail City Council voted Feb. 19 to approve Resolution 2026-08, authorizing the adoption of plans and specifications and the advertisement for bids to resurface China Street and Ottertail Avenue.
The resolution was approved after a motion by Council Member Jerry Martin and a second from Council Member Michael Windey; all members present voted in favor. Clerk-Treasurer Amanda Thorson told the council the revised project estimate exceeds the amount listed in the capital improvement plan because two additional water service lines were added, the road length increased and the project now includes road widening.
Why this matters: the council’s vote moves the project from design to procurement, allowing the city to solicit competitive bids and schedule construction. The additional service-line work and widening could increase the ultimate contract value and affect the timing for when work begins.
