Ottertail council approves design work for Ottertail Avenue and China Street, authorizes lead service line replacement engineering

Ottertail — The City of Ottertail council voted Jan. 15 to move forward with design and engineering work for street improvements on Ottertail Avenue and China Street and to begin planning a citywide lead and galvanized service line replacement project.
Mayor Ron Grobeck opened the public hearing on the street project at 5:30 p.m.; representatives from Apex Engineering presented the proposed surfacing improvements and answered questions from residents and council members. After discussion, the council adopted Resolution 2026-04 "ordering improvements to street surfaces on Ottertail Avenue and China Street to Hong Kong Street," amending the description to authorize design and preparation of plans and specifications and to include installation of water services to Lots 2 and 10 within the project area. Council Member Jerry Martin moved to adopt the resolution; Council Member Elizabeth Augustus seconded and the motion carried.
Following the resolution, the council executed Task Order No. 12 with Apex Engineering to formalize the scope of design services for the China Street and Ottertail Avenue improvements, including the water-service work for Lots 2 and 10. Council Member Elizabeth Augustus made the motion to execute Task Order No. 12; Council Member Michael Windey seconded and the motion carried.
On the same agenda, the council approved Task Order No. 13, authorizing engineering work to identify and replace lead and galvanized service lines within the city. Council Member Michael Windey moved to approve the lead service line replacement task order; Council Member Jerry Martin seconded and the motion carried unanimously.

The council did not set construction start dates at the Jan. 15 meeting. The council scheduled a related work session for additional project discussion where needed.
