West Branch council sets April 21 budget hearing, approves temporary concrete plant and multiple project payments

The West Branch City Council on April 7 approved a slate of resolutions including a public hearing on the proposed Fiscal Year 2026 budget and several project pay estimates and land-use actions.
Mayor Roger Laughlin called the meeting to order and the council unanimously approved a motion to set a public hearing for the FY2026 final proposed budget on April 21, 2025. City Administrator Adam Kofoed told the council the proposed General Obligation loan would be capped at $4,150,000 to fund a combination of the Cedar-Johnson Road Reconstruction and West Main Street milling.
The council also approved a site plan from Manatt’s Inc. to use the former concrete plant site at 1001 S. Downey Street as a temporary concrete plant for the I-80 widening project. Tyler Duster of Manatt’s said the company would control dust and "maintaining the dust will not be a problem." The motion to approve the site plan passed unanimously.
On infrastructure contracts, the council approved Pay Estimate Number 8 (final) in the amount of $38,589.22 to Midwest Underground Contractors Inc. for the Phase 2 Eastside Water Main Replacement Project; staff noted the project carries a two-year maintenance bond. The council also approved Pay Estimate Number 1 in the amount of $7,695.00 to Neuzil & Son’s Inc. for tree felling related to the Cedar-Johnson Road Reconstruction Project and then accepted the tree-felling work as complete.
Council approved a conditional declination to review a boundary line adjustment at 608 Leonard Lane requested by Darrall and Nicki Brick; the approval includes a condition that the property allow a future through street to the west should the city annex adjacent farmland.
All votes on the actions listed above were recorded as AYES: Sexton, Horihan, Miller, Dean, Stoolman; NAYS: none.
The meeting adjourned at 7:56 p.m. The council will consider the FY2026 budget at the public hearing on April 21, 2025.
