West Branch council adopts ordinance changing city clerk appointment process and appoints new clerk

The West Branch City Council on June 16 adopted Ordinance 828 to amend Chapter 18 of the city code, clarifying that the City Clerk is appointed by majority vote of the Council and that the clerk’s compensation is set by council resolution. The ordinance passed on its third reading by unanimous voice vote.
City Administrator Adam Kofoed introduced Alycia Horras, who the Council simultaneously appointed as City Clerk under Resolution 2025-67. Kofoed said Horras most recently served as Keota’s city administrator/city clerk for two years and brings more than 15 years of banking experience to the role. The Council approved the appointment and salary for fiscal year 2026 by motion and voice vote.
Ordinance 828 replaces Section 18.01 to state the Council shall appoint the City Clerk by majority vote and adds Section 18.02 specifying that compensation will be set by Council resolution. The ordinance text also includes standard conflict and severability provisions and an effective-date clause that follows passage, approval and publication requirements under Iowa law.
Councilmembers who made and seconded the motions and the recorded ayes included Tom Dean and Colton Miller; the ordinance and appointment carried without recorded nays.
The Council did not discuss specific salary figures during the meeting; the resolution approving Horras’ appointment and setting FY2026 pay was listed among the passed items.
