Prairie City Council sends Fire/EMS change order back to designer, accepts council resignation

At a Dec. 18 special session the Prairie City Council unanimously sent Change Order #6 for the Fire/EMS building back to designer MGA for reconsideration over a sprinkler-piping design flaw, accepted Council member Emily Simmonss resignation and directed publication of a notice to fill the vacancy by appointment on Jan. 8, 2025.
The Prairie City Council met in special session Dec. 18 in Prairie City Council Chambers and via Zoom and voted unanimously to send Change Order #6 for the citys Fire/EMS building back to its designer, MGA, for reconsideration after a sprinkler-piping design flaw was discovered. The council also accepted the resignation of Council member Emily Simmons and directed the city clerk to publish notice that the council intends to fill the vacancy by appointment at its Jan. 8, 2025 meeting.
Councilor Phil Holland said the sprinkler-piping issue should have been identified earlier in design, expressing displeasure that the flaw reached the change-order stage. Councilor Joe Disney moved to send the request back to MGA for reconsideration at a reduced rate; Holland seconded. On roll call the motion carried unanimously.
Separately, the council unanimously approved a motion to accept the resignation of Emily Simmons. The council then voted to instruct City Clerk and Finance Officer Christie Busby to publish notice of the councils intention to fill the vacancy by appointment at the Jan. 8, 2025 City Council meeting at 6 p.m.
The meeting included discussion of the current Capital Improvement Plan; councilors and department leaders reviewed suggested changes but took no action. Departmental budgets for fiscal years 2025 and 2026 were also discussed with department heads. Councilor Deb Townsend said she would like to prioritize street maintenance; council requested changes to line items but made no budget votes at the session.
Councilor Derek Ingle, who had been absent at roll call, joined the meeting at 7:37 p.m. The council adjourned at 8:27 p.m.
Next procedural steps: the clerk will publish the notice required for filling the council vacancy by appointment; the council is scheduled to consider appointment at its Jan. 8, 2025 meeting at 6 p.m.
