Prairie City’s City Council approved a series of administrative policies, vendor contracts and routine claims at its Sept. 11 meeting.
The council adopted Resolution 9-11-24-2 (Code of Conduct), an Equal Opportunity Policy Statement, a Policy Forbidding the Use of Excessive Force, and an Affirmative Fair Housing Policy. The council also approved a Procurement Policy for Community Development Block Grant (CDBG) work (Resolution 9-11-24-3). All policy motions passed on unanimous roll call votes.
On capital and operational items, council approved a $3,352.25 change order (Change Order #3) for soil analysis on the EMS/Fire building (motion by Phil Holland; Ayes: Holland, Ingle, Simmons, Townsend; Nay: Disney). Council approved quotes and invoices included in the consent agenda, including an Accurate Commercial invoice for $196,034.32, multiple MSA invoices totaling $40,752.10, and a Pella Tree Service invoice for $18,287.50. Council approved proceeding with quotes for an emergency warning siren system contingent on the October budget amendment, approved TK Concrete’s $48,725 quote for concrete street repairs, and selected MSA ($7,200) for a Water & Wastewater System Study, with council amending the motion to allocate an $11,179 project balance to fund the study.
Other actions: council approved a dilapidated building grant for 206 N Main St; approved Halloween Beggars Night for Oct. 31, 2024; and approved moving forward with selection of a donated park table and developing a donation policy. Council also approved a wastewater bill reduction request for Dale Sturm at 105 S State St. The meeting’s consent agenda covered multiple routine items and special-event approvals, including Prairie Days 2025 and a Trunk or Treat event.
