Prairie City council approves up to $108,712 change order for Fire/EMS building debris removal

Prairie City’s City Council voted July 10 to approve Change Order #1 authorizing up to $108,712.50 for removal of construction debris found beneath the city’s new Fire and EMS building site. Councilmember Emily Simmons moved the resolution; Joe Disney seconded, and the motion carried unanimously on roll-call vote.
The change order covers previously unanticipated debris uncovered during site work. Council directed city staff to return with updates if costs exceed the approved amount. The change order was introduced as Resolution 7-10-24-2 and described in packet materials as related to additional disposal and excavation work needed to reach stable subgrade.
The decision follows recent grant news: City Clerk Christie Busby told council the city received a $25,000 Prairie Meadows Community Betterment Grant for the Fire and EMS building project (notification received July 9). Council did not specify how the change-order cost will be financed beyond routine project budgets and the motion included the instruction to bring escalations back to the council for further action.
Votes at a glance: the council approved the consent agenda and passed the change-order resolution (Resolution 7-10-24-2), the utility-bill reduction for a resident (Resolution 7-10-24-3), a $1,850 concession-stand contract, payment to Indian Creek Tree Service for $3,378, and authorized hiring of an interim certified operator for water/wastewater operations; all of the recorded motions passed on unanimous roll-call votes.
The council also discussed the broader downtown infrastructure program under an MSA presentation; MSA consultant Preston Moon told council that the CDBG grant application had been submitted and that if the city does not receive funding this round it can apply again. The council later signaled support for the first of several new sidewalk design options presented for the downtown square, if Iowa Code requires the design change.
The council asked staff to monitor the Fire/EMS project costs closely and to notify the council if the expense projection changes.
