West Branch council awards $2.13 million Cedar-Johnson road contract to Boomerang Corp.

The West Branch City Council unanimously approved Resolution 2025-34 on April 1, 2025 to accept the low bid and award the construction contract for the Cedar-Johnson Road Reconstruction Project to Boomerang Corp. of Anamosa, Iowa. The apparent low bid was $2,127,723.71, received among eleven bids at the March 13, 2025 bid opening.

City Engineer Dave Schechinger, speaking via Zoom, recommended that the council accept the bid and award the contract so work can begin. Schechinger told the council the contract is a completion-day contract and warned that delaying start dates could shift more of the work into later, less favorable weather at the end of the contract period.

The council recorded no substantive discussion or questions before taking a roll-call vote. Councilmember Jerry Sexton moved to approve the resolution; Councilmember Colton Miller seconded. The vote was recorded as AYES: Sexton, Miller, Dean, Stoolman and Horihan; NAYS: none. The motion carried and the contract award was approved.

Clerk Leslie Brick confirmed the item had been tabled at the March 17, 2025 meeting and that the city received a total of eleven bids at the March 13 opening. The council did not request additional materials or defer action further.

The meeting also included a brief staff reminder that the council will meet again on Monday, April 7, 2025 at 6:30 p.m. for a public hearing on the proposed maximum levy; the regular meeting will follow at 7:00 p.m. The special meeting adjourned at 6:34 p.m.
