Prairie City approves Phase 2 water-main contract, sets hearing on GO loan

Prairie City’s council unanimously approved contracting and bonding steps for the Phase 2 Water Main Replacement Project at its Dec. 11 meeting and set a public hearing on a proposed general obligation loan for Jan. 8, 2025.
Jason Miller of MSA presented a water and wastewater system analysis, saying the city’s facilities can accommodate future growth but recommending the city line sections of sewer to reduce clean-water infiltration into the sanitary system. Following that presentation, the council approved Resolution 12-11-24-2 to authorize the contract and required performance and payment bonds for Phase 2 of the water-main work.
Councilors also approved the signed contract from Wynn Company for the Phase 2 project with a stated condition that corrected insurance documents be provided before further action. Matt of PFM briefed the council on financing options and the structure available through a general-obligation bond; Councilor Joe Disney moved to set a public hearing on Jan. 8, 2025, for the proposed GO loan and disbursement agreement, and the motion passed on a unanimous roll call.
In separate action, the council approved Change Order 5 related to the Fire/EMS building, authorizing cost increases tied to changes in piers and footings; that item also passed unanimously.
The council’s approvals were all recorded as unanimous roll-call votes (council present: Mayor Pro Tem Deb Townsend; Councilors Joe Disney, Phil Holland and Derek Ingle). No public opposition was recorded on these items. The hearing on the proposed GO loan will take place at the next council meeting on Jan. 8, 2025.
