Byron council approves rezoning, variance and building-regulations ordinance; OKs grants, purchases and intergovernmental TSPLOST agreement

At its June 14 meeting, the City of Byron council approved rezoning 204 Church Street for duplexes, granted a Forest Ridge lot-size variance, adopted Ordinance #2021-8 on building regulations, and approved multiple resolutions and purchases including a $39,120 police vehicle and engineering services for a GEFA stormwater loan.
Mayor Michael Chidester called the City of Byron Mayor and Council to order on June 14, 2021. The council approved minutes from May 10 and amended the agenda to include a $19,075 tax-data export, a condolence resolution, and selection of an engineering firm for a stormwater GEFA loan.
During a public hearing, the council rezoned 204 Church Street from C-2 (Downtown Business District) to R-3 (High Density Residential) to allow duplex apartments with no outlet onto Highway 49; no members of the public spoke for or against the request. The motion to approve the rezoning passed (moved by Alan Dorsey, seconded by Michael Chumbley).
Council members voted 4–1 to grant a variance request for the Forest Ridge subdivision permitting 50-foot-wide lots with 5-foot side setbacks for detached single-family homes instead of the existing 60-foot-wide lots with 10-foot side setbacks. Those voting in favor were Council Members Rusty Adams, James Richardson, Alan Dorsey and Michael Chumbley; Chris Hodges voted against the variance.
On ordinances, the council adopted Ordinance #2021-8 (Chapter 8, Buildings and Building Regulations) on second reading by unanimous vote. First readings were held for Ordinance #2021-9 (Chapter 10, Businesses and Business Regulations) and Ordinance #2021-10 (Chapter 18, Fire Prevention and Protection); no final action on those items occurred at this meeting.
The council approved a series of administrative resolutions and contracts: renewing janitorial services with Jani-King of Macon, engaging Bennett Financial Services, LLC for certified public accountant services, and formalizing a birthday paid-time-off personnel policy effective May 10, 2021. The council also authorized administrative agreements and award documents related to the 2021 Community HOME Incentive Program (CHIP) grant and retained Grant Specialists of Georgia, Inc. for technical and administrative support.
Greg Boike of the Middle Georgia Regional Commission presented the Joint Comprehensive Plan interim update related to Peach County and the cities of Byron and Fort Valley. Council adopted the update and authorized pursuing a broadband-ready designation from the State of Georgia.
The council authorized entering into documents under a proposed Special District Mass Transportation Sales and Use Tax (TSPLOST) intergovernmental agreement for Peach County and participating cities; the document cites the TSPLOST Act and estimates $27 million in proceeds over five years to fund specified projects.
The council approved purchases and project contracts including a 2021 Ford Police Interceptor to replace a totaled vehicle at $39,120.20 from Public Safety SPLOST and approved $19,075 to CSI/Harris for exporting tax data to Tyler Technologies for a software conversion. Public Works Director Tiffany Bibb reported on four engineering RFQs for a stormwater project (work in Manchester Subdivision, lining drainpipes in The Oaks, and work on Linda Drive and White Road) and the council selected Georgia Water Environmental Services, LLC (GWES) to provide engineering services for the GEFA loan application.
Mayor Chidester read and council approved a resolution of condolence to State Representative Patty J. Bentley on the death of her husband, Darryl K. Bentley. The meeting adjourned at 6:36 PM.
