Byron council approves rezoning, adopts civil-emergency ordinance and OKs several routine resolutions

Byron — The Byron City Council on Oct. 11 approved a rezoning request for parcel 052 014A, adopted an ordinance updating the city’s civil‑emergency code and approved several routine resolutions and contracts during a regularly scheduled meeting that ran from 6:00 to about 6:46 p.m.
Mayor Michael Chidester opened the meeting and called the public rezoning hearing at 6:04 p.m. Steven Rowland, speaking for Wingate Custom Homes, explained plans for the lots. No one spoke in opposition. Council Member Chris Hodges moved, seconded by Rusty Adams, to rezone parcel 052 014A from C‑3 PUD to R‑1; the motion passed unanimously.
The council approved a variety of other items by voice vote. Council Member Michael Chumbley moved, seconded by Chris Hodges, to approve the Planning & Zoning Commission minutes from Sept. 23, 2021. The council also approved a resolution honoring a local Eagle Scout and adopted a resolution formally accepting Shoals Street (0.030 miles) into the municipal street system; motions on both items were recorded as unanimous.
On ordinance business, the council adopted Ordinance #2021‑11 (Chapter 15, Civil Emergencies) on second reading. The motion to adopt was made by Council Member Chris Hodges and seconded by Alan Dorsey; the ordinance passed unanimously. The council conducted first reading of Ordinance #2021‑12 (Chapter 36, Taxation) for future consideration.
Council members approved a resolution authorizing Mayor Chidester to execute an agreement with Courtware Government Software Solutions; the motion was made by Michael Chumbley and seconded by Chris Hodges and recorded as unanimous. Council also adopted an amended job description for the Administrative Assistant position in the City Clerk Department (motion by Rusty Adams, seconded by James Richardson).
An agenda item proposing an amended COVID‑19 policy was removed from the agenda at the start of the meeting and a related item was subsequently tabled until November "for more work," according to the record.
