County staff and the contractor agreed Daniels County will provide pit‑run gravel and construct the access roads, while the contractor will complete the structure, gates and fencing.
County engineering and solid‑waste representatives described the change: the county removed pit‑run and road building from the contractor scope to reduce cost and use county road crews for those tasks. Barry (contractor/road contact) and Tom (road staff) told commissioners they will coordinate gravel sourcing and hauling; Daniels County currently has limited pit‑run material and staff said they will solicit quotes from local pits (names mentioned as possible sources). The contractor outlined a schedule calling for footing pours late July (dates cited in discussion: July 22–24 for footings and a wall pour near July 31) and estimated project completion in mid‑August, subject to concrete cylinder strength tests and material delivery.
Commissioners and staff also reviewed payment timing: the county’s payment cycle will require invoices to be submitted by early August for an August 6 payment run, and the contractor requested interim pay estimates during work. The contractor noted he had already purchased steel for gates and fences and expected to submit interim pay requests as work progressed. Commissioners made and seconded a motion to approve the agreements and called for the vote; the motion carried with no recorded opposition.
Project paperwork and performance bonds were signed and distributed; the contractor will return copies and provide vehicle and insurance details when field crews sign the lease forms. County staff said they will continue to coordinate site staking and scheduling with the road department and the contractor to minimize disruption and ensure gravel is placed while trucks deliver it rather than stockpiling.
