Northfield council approves salary and stipend changes, budget amendment, lot split and other routine measures

At its April 26 meeting the Village of Northfield Council unanimously adopted a package of measures: salary and stipend adjustments for elected officials, a 2023 appropriation amendment, approval of a lot consolidation/split at 118 Magnolia Avenue, authorization to dispose of obsolete computer equipment by e-waste, and participation in the ODOT road salt bid.
The Village of Northfield Council met April 26 and, by unanimous roll call votes, adopted a set of routine measures including salary and stipend changes for elected officials, a budget amendment, and several operational and land-use actions.
Mayor Jenn Domzalski called the meeting to order at 7:30 p.m. and the council approved the April 12 minutes. In her report the mayor said a new restaurant, Cantina en la Ocho, has opened in the former Seasons Grille location and encouraged residents to visit.
Finance Director and Clerk Jennifer Potvin told council members that a budget amendment on the evening's agenda includes the board's customary seasonal transfers and an adjustment after the Village was informed it cannot use County license tax revenue for this year's planned roadway mill-and-fill work. The amendment (Resolution No. 2023-15) was read by Law Director Brad Bryan, the council suspended the three-reading rule and adopted the resolution on a unanimous roll call vote.
On operational matters, Councilmember Alan Hipps moved and Gary Vojtush seconded a motion to authorize disposal of obsolete computer equipment via e-waste; the motion passed unanimously.
The council also confirmed a Planning Commission recommendation to approve a lot consolidation and split for property at 118 Magnolia Avenue (PPNs 41-01339, 41-01340, 41-01341). The action consolidates three contiguous parcels with 40-foot frontages and splits the consolidated lot into two lots with 60-foot frontages; the confirming motion by Councilmember Gary Vojtush was seconded by Councilmember Kevin Lewis and approved unanimously.
A package of resolutions and ordinances concerning elected officials' pay and stipends was read and adopted without debate. Resolution No. 2023-14 declared May 2023 Mental Health Awareness Month in the Village. Resolutions No. 2023-16 and 2023-17 set the mayor's salary and councilmembers' salaries beginning with terms commencing Jan. 1, 2024. Ordinance No. 2023-18 amended the administrative code section governing the mayor's expense stipend effective Jan. 1, 2024; Ordinance No. 2023-19 amended the code section governing council expense stipends for terms commencing Jan. 1, 2024 and thereafter. Each measure was adopted after the council voted to suspend the three-reading rule; all votes were recorded as yes by the six councilmembers present (Jesse Ferko, Renell Noack, Gary Vojtush, Nick Magistrelli, Alan Hipps and Kevin Lewis).
Council also adopted Resolution No. 2023-20 authorizing the Village to participate in the Ohio Department of Transportation annual road salt bid and contract under ODOT terms.
There was no old or new business, no executive session, and the meeting adjourned at 7:44 p.m. on a unanimous motion to adjourn moved by Councilmember Alan Hipps and seconded by Councilmember Kevin Lewis.
