Prairie City council sets hearing for Phase 2 water-main project and approves Phase 3 Marshall Street improvements

At the meeting councilmembers set a public hearing for Nov. 13, 2024, on proposed plans, specifications, form of contract and estimate of cost for the Phase 2 Water Main Replacement Project and established a bid submittal deadline of Nov. 5. Councilmember Emily Simmons moved to set the hearing; Derek Ingle seconded and the motion carried unanimously.
Preston Moon of engineering firm MSA told the council that power poles serving two N Park addresses can be relocated but that MidAmerican Energy may require easements for the work. Moon said plans will be provided to council for review before any binding action at the November meeting.
Separately, the council unanimously approved Phase 3 water-main and street improvements affecting N Marshall Street. Councilmember Phil Holland moved to approve improvements on specified west and east sides of S Marshall Street near Jefferson Street and the alley; Emily Simmons seconded. The measure passed on a roll-call vote.
Why it matters: the council’s actions advance two linked portions of Prairie City’s water-main replacement program, moving Phase 2 toward formal bidding and allowing Phase 3 work to proceed to design and construction planning. Easement or utility relocation requirements from MidAmerican Energy could affect schedule and costs.
What’s next: the Phase 2 public hearing is set for Nov. 13 and plans will be circulated to the council before any contracting decisions; council authorized the Phase 3 improvements with funding and scheduling to be addressed through normal project administration.
