Ottertail OKs Apex contract extension, watermain design and OtterCell water main extension

The Ottertail City Council on May 21 approved several water infrastructure steps, including extending its master agreement with Apex Engineering, authorizing design and inspection for a watermain looping project and approving a developer-funded water main extension.
Council Member Jill Carlson moved and Council Member Elizabeth Augustus seconded approval of Amendment No.2 to the Master Agreement between Apex and the City, which extends the agreement term through March 21, 2031. The motion carried unanimously.
Council then authorized Task Order No.15, directing Apex to perform design work and construction inspection for the watermain looping project; that motion was made by Council Member Michael Windey and seconded by Carlson and passed with unanimous support.
Separately, Council approved a Water Main Extension Agreement with OtterCell for installation of an 8-inch water main along Buchanan Road. Under the agreement OtterCell will pay all construction costs; the City will use Apex Engineering to prepare construction plans and provide construction oversight. Council Member Jerry Martin moved approval; Council Member Jill Carlson seconded. The motion carried unanimously.
Apex Engineer Sam Rupert explained the Public Facilities Authority (PFA) Project Priority List (PPL) process for a proposed vault upgrade and said placement on the list is an initial, non-binding step that helps the City qualify for future funding rounds. Council authorized Apex to place the vault upgrade project on the PPL and to prepare a letter of intent, with Clerk Thorson and Mayor Grobeck authorized to sign.
