CPMT honors Faison transfer, denies Newport News billing and approves payment authorizations after closed session

At its May 28, 2026 meeting, the Powhatan County CPMT confirmed that it would honor an IEP case transfer from Chesterfield for a student already placed at Faison, even though Faison is over the local rate cap. The team treated the placement as an existing transfer and did not authorize new placements at Faison going forward.
Belinda Farnham, Children's Services Manager, also told the CPMT that Newport News asked Powhatan to pay more than $28,000 in costs that Medicaid would not cover. According to the minutes, CPMT reviewed the situation, determined the charges resulted from a provider error, and agreed Powhatan is not responsible for those costs.
Chair Paul Oswell moved the CPMT into closed session under the Code of Virginia §2.2-3711(A)(4) for protection of privacy in personal matters; the team reconvened and certified compliance with §2.2-3712(D). Following closed-session review of case files, funding tables and purchase-order requests, the CPMT approved, on a motion by Charla Schubert seconded by Deborah Pryor, all action items related to authorizations of payment for procurement of services on behalf of children. The recorded votes were: Charla Schubert AYE; Sarah Barnett for Will Hagy AYE; Paul Oswell AYE; Deborah Pryor AYE; Cathy James AYE; Danny Smith AYE.
The minutes state that case-specific reviews and approvals occurred during closed session; the CPMT certified that only matters lawfully exempted from open meeting requirements were discussed. The meeting adjourned at 10:15 a.m.
