City council approves first reading to rename purchasing office and change committee appointments

Council members questioned whether the change was primarily a title update or whether it shifted appointment authority; staff said the primary intent was to modernize titles and clarify committee appointment and adviser roles.
The motion to approve the ordinance on first reading carried by recorded voice votes (Councilman Burns, Mayor Desome, Vice Mayor Timothy and Councilwoman Esme Irvin voted yes in roll call). The item will return for a second reading and final adoption at a future meeting, at which time any implementation details and committee procedures will be finalized in ordinance text.
