The New Market City Council on Oct. 17 unanimously approved Ordinance No. 255 to add yield signs for north- and south-bound traffic on Washington Street at 4th Street and adopted two resolutions, while also hearing public comments about a park trash-can donation, grant opportunities and community events.
Mayor Frank Sefrit called the regular meeting to order at 7:00 p.m.; council members Larry McAlpin, Gene Chapman, Mike DeVoe and Justin Savage were present and Mattea Fritz was absent. On a motion by Larry McAlpin, seconded by Justin Savage, the council approved the consent agenda, which included the agenda, minutes from September, claims for the city (including the Museum, Fire Department and Mighty Wash), financial reports and reconciliations.
The council recorded public attendance for the citizen forum. Rick Cabbage addressed the council about park trash cans that the New Market Foundation is donating. Jeremy Rounds of the Southern Iowa Council of Governments outlined grant opportunities and ways his office can assist the city in pursuing funding. Hope Winter spoke about organizing monthly family movie nights in the Miner Pavilion; the next showing was scheduled for Nov. 16. The minutes note Geoffrey Githaiga, Elayne Kemery, Austin Smith and others as present for public comment but do not record additional details of their remarks.
On infrastructure and traffic matters, the council approved Ordinance No. 255 to install yield signs on Washington Street at 4th Street; the ordinance was approved on a motion by Mike DeVoe and seconded by Larry McAlpin, and the council voted to waive additional readings (motion to waive by Mike DeVoe, seconded by Gene Chapman). All members present voted in favor.
The council also approved Resolution 2024-38 establishing a credit card program (moved by Mike DeVoe, seconded by Justin Savage) and Resolution 2024-39 authorizing Pay Application #1 for Division 2 Water Improvements (moved by Justin Savage, seconded by Larry McAlpin).
