Dixon County supervisors adopt updated floodplain maps, renew insurance plan and approve KENO outlet in Ponca

The Dixon County Board of Supervisors met June 9 in Ponca and approved a slate of administrative and policy actions, including adoption of new floodplain maps, renewal of the county health plan, and licensing a KENO outlet for a local bar.
Chair Lisa Lunz opened the adjourned meeting at 9:00 a.m. and the board handled routine business early in the session, approving prior minutes and confirming that the meeting had been properly noticed under the Open Meetings Law.
County Attorney Leland Miner presented an easement for the American Legion Veterans Memorial; the board, on a motion by Supervisor Steve Hassler and second from Supervisor Neil Blohm, authorized Chair Lunz to sign the easement agreement. Miner also advised corrections to county KENO-related resolutions and to several job-title references in county documents.
The board voted unanimously to sign an amendment to the County Floodplain Management Ordinance adopting updated floodplain maps. The motion to adopt the maps was made by Supervisor Terry Nicholson and seconded by Supervisor Steve Hassler.
County officials discussed cost-of-living increases and the upcoming Consumer Price Index release; later the board met with NACO Benefit Services representatives and voted to proceed with a county insurance arrangement through HM Life/TPA BCBSNE. The board also approved offering a voluntary vision insurance option paid by employees through payroll deduction.
Financial and administrative actions included approval of the County Official fee reports and the Treasurer's list of pledged securities, authorization for the Sheriff's Office to dispose of replaced body cameras (inventory to be retained at the Sheriff's or Clerk's offices), and approval to transfer funds from the Road budget into Special Road Funds. The board reviewed claims and authorized payment of listed claims, including the quarterly bill to Region 4 Behavioral Health System, to be paid from Opioid funds when available.
At 1:30 p.m. a KENO representative presented documents required after the Lottery Act passed in the primary election. The board approved the Lottery Operator Agreement, passed a resolution approving qualification standards under Neb. Rev. Stat. 9-642.01, and authorized Advanced Gaming Technologies and Rivertime Resort Bar (87790 595 Avenue, Ponca) as a licensed KENO sales outlet.
Other actions: the board approved renewal of an interlocal agreement with Dakota County for the Veteran Services Officer and granted Great Plains Communications permission to occupy county right-of-way for underground fiber optics. The board also noted receipt of a notification letter from the law firm BairdHolm concerning a proposed solar generation facility in Dixon County.
The board recessed briefly to convene as the Board of Equalization; the equalization panel approved one tax list correction presented by Assessor Amy Watchorn and scheduled protest hearings for July 8, 2026 at 9:00 a.m. The supervisors adjourned at 2:38 p.m.
