Roxbury selectmen approve $400,000 tax anticipation note, award roadside cleanup contract and approve cemetery conveyance

ROXBURY, Maine — The Roxbury Board of Selectmen on May 26 approved several routine town measures to support operations and maintenance, including a $400,000 tax anticipation note and a contract for roadside cleanup.

Selectman Timothy Derouche called the meeting to order at 6 p.m. and, with Selectman Matthew Patneaude, approved minutes from May 12 and May 20. During public comment a resident asked the board to consider a speed bump at West Shore Road and Main Street; Derouche said only half the road could be signed because the uphill section would “kick out” and that the board would add the item to a future agenda and investigate. Another resident reported fireworks near Route 120; Derouche said he would notify the sheriff’s office.

The board discussed infrastructure and permitting updates, including work on the office vault, bridge washing completed by the fire department, and various DEP-related code enforcement concerns such as a dock on Island (Map 3 Lot 15) and riprap in a stream (Map 10 Lots 59–60). The plumbing inspector reported that the Knotty Moose pump was last serviced in the fall and is scheduled for another pumping within two weeks.

On financial and contract items, the selectmen voted 2-0 to continue the town’s usual $400,000 tax anticipation note to cover short-term cash flow. They received three bids for Roadside Cleanup Week — C.A. Pappas ($11,000), Bolster’s ($8,500) and J. Archibald Disposal ($9,000) — and voted 2-0 to award the work to J. Archibald Disposal for $9,000. The board also approved an order for "no dogs on beach" signs totaling $238 and agreed to let the SLCOA use letters from the town’s old sign.

The selectmen approved Bill Hilly’s liquor license by unanimous vote, and approved a quitclaim deed conveying cemetery row B, lots 1–13 to Eric Marston. Selectman Derouche moved each of the recorded motions and Selectman Patneaude seconded; recorded votes were 2-0 in favor for the motions noted in the minutes.

The board entered and later exited executive session under 1 M.R.S. §405(6)(A) to discuss a personnel matter. The meeting ended after the selectmen signed Warrant #10 for $110,445.68 and adjourned at 7:07 p.m.
