The Rock Creek City Council voted on April 2 to rescind a prior gravel-hauling bid award and reject all submitted bids after the City Attorney outlined Minnesota procurement thresholds.
City Attorney Amanda Johnson explained that Minn. Stat. 471.345 requires a formal public bidding process for projects expected to exceed $175,000, while projects between $25,000 and $175,000 require at least two quotes that do not need to be advertised, sealed, or opened at a meeting. Council members discussed that the City did not accept the lowest bid at a February meeting and directed staff to reissue the project through the quotation process.
Councilmember Don Ramberg moved and Councilmember Dan Saumer seconded a motion to rescind the prior gravel-hauling bid award, reject all submitted bids, and direct staff to solicit at least two quotes pursuant to Minn. Stat. 471.345, subd. 5, with consideration at the April 16, 2026 Special City Council Meeting. The motion carried unanimously.
Councilmembers said staff will return to the April 16 meeting with quotes for consideration under the applicable statutory process.
