Bellechester updates sewer lining project, seeks more lead-service-line data and moves to finalize water meter work

City engineering staff reported multiple active public-works items at the March 19 Bellechester City Council meeting, including progress on a sewer lining project, a request for additional lead-service-line (LSL) data funding and steps to finalize the water meter project.
Under the Engineer Report, a person identified in the minutes as "Kyle" applied to the Department of Health for another round of LSL data-collection funding. Meeting minutes explicitly note this application is intended to fund additional research and data gathering only and does not mean the city is applying for funds to repair or replace lead or galvanized service lines.
On sewer work, staff said a sewer service at 507 1st Street backed up on March 8 because of imperfections in a lateral liner; the lateral liner has been fixed and the homeowner has been connected with the contractor to resolve costs. Contractors have completed all initial lateral liners but will return on March 24 to redo two laterals that were damaged during installation and to perform extra televising on Great Western. Remaining tasks listed by staff include finishing manhole chimney seals (weather dependent), cleanout cutting and turf establishment, and replacing a manhole lid. The council intends to process Pay Application No. 6 in April to move the project closeout forward.
On the water meter project, staff said they will begin finalizing the project paperwork and closeout steps.
The minutes also include a utilities note that the flow meter was calibrated last week and reported lower-than-normal flows, but no operational cause or corrective action was recorded in the minutes.
