Rock Creek council accepts administrator's retirement, appoints interim and reduces check-signature requirement

The Rock Creek City Council on Feb. 12, 2026, accepted the retirement of City Administrator Sandra Pangerl, approved a change to the city's check-signature policy and appointed Council Member Nancy Rys as interim city administrator.
Council Member Sam Christenson moved and Dan Saumer seconded a resolution accepting Pangerl's retirement effective Feb. 20, 2026; the council recorded the motion as carried "all ayes." The retirement notice was dated Feb. 9, 2026 and was adopted by resolution of the council.
In a separate resolution, the council approved reducing the number of required signatures on checks issued by the City of Rock Creek from three (City Administrator, Treasurer and Mayor) to two (Treasurer and Mayor), effective Feb. 20, 2026. The resolution also provides that if the Mayor is unavailable to sign, the Acting Mayor shall sign in the Mayor's place. That motion was moved by Don Ramberg, seconded by Dan Saumer and recorded as carried "all ayes."
Council members moved to appoint Nancy Rys as the immediate Interim City Administrator with an initial sunset date of April 15, 2026. Sam Christenson moved the appointment, seconded by Don Ramberg; the roll-call vote as recorded in the minutes was Don Ramberg aye, Sam Christenson aye, Dan Saumer aye, Mayor Dick Johnson aye and Nancy Rys abstaining. The minutes record that the motion "carried."
Later in the meeting the council approved a formal resolution appointing Nancy Rys as interim City Administrator effective Feb. 20, 2026, "until further action by the City Council." That resolution sets out the interim administrator's duties: ensure day-to-day operations continue, engage in necessary meetings and communications with city staff, consultants and residents, and meet with the Mayor at least weekly to provide updates and receive direction. The resolution adoption is recorded as "Motion carried all ayes." The minutes reflect both the initial appointment motion with a recorded abstention and the later formal resolution adoption.
Mayor Dick Johnson called the emergency meeting to order at 5 p.m.; the meeting was adjourned at 5:50 p.m. The minutes list Council Members Don Ramberg, Dan Saumer, Sam Christenson and Nancy Rys as present, along with Public Works Curt Kubesh and Deputy Clerk Ashley Rauschnot.
