Big Bear City CSD files Raftelis rate study, directs staff to send Proposition 218 notices

The Big Bear City Community Services District Board on March 17 received and filed a financial rate study prepared by consultant Raftelis that analyzes operations, maintenance and capital improvement needs for the District from fiscal 2025/26 through 2029/30.
Finance Officer Jeanette Prickett summarized the study and said it "outlines the necessary rate adjustments needed to allow the District to keep pace with rising costs, fund liabilities, and fund long-term capital improvements." After discussion the Board voted unanimously to receive and file the study and directed staff to send Proposition 218 notices to ratepayers so the formal public-notice and protest process may proceed.
The action does not itself set new rates; sending Proposition 218 notices is a procedural step required under California law before adopting property-related fee increases for water, sewer or solid waste services. The Board’s recorded vote was AYES: B. Rowe, J. Rowe, Russo, Walsh, Ziegler; NOES: none; ABSENT: none; ABSTAINS: none.
Separately, the consent calendar included approval of cash disbursements for February 2025 totaling $1,210,314.84; Finance Officer Prickett noted a vendor name on that report had been corrected from Ray Gaskin to Rebel Oil prior to approval.
Next steps: staff will distribute Proposition 218 notices to ratepayers and return to the Board for any required hearings or final rate action consistent with the Proposition 218 timeline.
