Bellechester City Council approves sewer change order, cannabis registration with Goodhue County; sets Nov. 11 canvass meeting

The Bellechester City Council on Oct. 16 approved a construction change order for the ongoing sewer lining project, voted to enter a cannabis registration agreement with Goodhue County and set a special meeting to canvass November election results.
Mayor Jody Gordon presided over the meeting. Nolan Boice of Bolton & Menk provided the council with a sewer project update, saying spot repairs were done, field work will start and manhole rehabilitation has been completed. The council approved Change Order No. 1 for the sewer lining work in a motion by Council member Kyle Blattner, seconded by Council member Rich Majerus; the motion carried (tally not specified).
The council also heard an update on the citywide water meter replacement effort. City Engineer Matt Mohs reported crews are installing about six meters per day and that the project’s target completion date for installations is Dec. 1; Goodhue County will handle permitting for that work.
On new business, the council voted to enter into a cannabis registration agreement with Goodhue County in a motion by Council member Rich Majerus, seconded by Council member Mark Gerken; the motion carried. The council declined participation in Goodhue County’s 2025 seal coat and bituminous program and discussed revisions to the city’s pool and spa ordinance.
The council approved adding Mazeppa Township as a member of the Zumbrota Area Ambulance Association in a motion by Council member Mark Gerken, seconded by Council member Kyle Blattner; the motion carried. Council members also decided not to participate in Goodhue County’s housing study.
City Engineer Matt Mohs said the city’s lead service line submission to the State of Minnesota was accepted and that staff must now send notice letters to affected property owners. Clerk Lisa Redepenning noted that Minnesota law requires the council to canvass election results within eight days after the election; the council set a special meeting for Nov. 11 at 11:00 a.m. to complete that canvass.
Operational updates included assessment letters sent by the treasurer, upcoming hydrant flushing in the next few weeks, planned pond discharge in November and a prompt to begin discussion on water-billing frequency and rates. Mayor Jody Gordon flagged the city’s junk ordinance for review; council members raised the need to secure snow-plowing services for the coming winter.
A motion to adjourn by Council member Kyle Blattner, seconded by Jered Buxengard, carried and the meeting ended at 7:07 p.m. The council’s next procedural step is the Nov. 11 special meeting to canvass election results.
