Board adopts local CEQA guidelines (Resolution 2025‑06); vote falls short of full‑board majority

General Manager Glenn Jacklin explained that the California Environmental Quality Act (Public Resources Code §§ 21000 et seq.) requires public agencies to evaluate environmental effects and to adopt local procedures. Jacklin told the Board that the proposed local guidelines in Resolution 2025‑06 reflect recent 2025 CEQA updates.
Board members asked questions of staff and public comment was heard. On a motion by Director Larry Walsh, seconded by Vice‑President Bob Rowe, the Board recorded votes of Rowe and Walsh in favor and Director Al Ziegler opposed. The minutes state the resolution passed by a majority of members present but did not meet the requirement in Government Code Section 61045 to obtain a majority of the board’s total membership.
