The La Verne City Council voted June 15 to authorize the city manager to execute a memorandum of understanding transferring residential solid‑waste billing to Waste Management effective Sept. 1, 2026. Director (Woo/Will) introduced the item and Josh Goldman, Waste Management public sector manager, outlined the customer transition plan.
Under the MOU, residents will continue to receive the same rates and services; Waste Management will become the direct invoicer and collector, offer multiple payment methods (mail, ACH, credit card, in‑person partners), maintain existing lifeline discounts and handle service requests. The companies and city plan extensive outreach (direct mail, bill inserts, social media, workshops and outdial calls) and will provide a help desk at City Hall starting in September. WM said there will be a 120‑day grace period for late fees during the transition to allow residents time to set up accounts.
Council members asked questions about protections for seniors and master‑billed mobile‑home communities; WM said it used the Prop 218 mailing list and will run targeted outreach and in-person assistance, and that operational crews will audit can conditions and inventory for replacements.
Council approved the MOU 4‑0. Staff noted that procedures for account reconciliation, prorated billing and delinquency handling were established in the MOU and that WM will accept new accounts automatically using city billing data.
