At its June 23 meeting the Atchison County Commission approved several administrative items including an easement and multiple purchase authorizations.
The board approved a drainage and utility easement and an exception to the county’s general ban on attaching hard surfaces to public roads to allow Nutrient A Solutions, Inc., to place a concrete driveway where needed for a waterline access. County counsel explained the exception was narrowly drafted, requires Nutrient to indemnify and defend the county for any claims related to the driveway, and does not change county policy beyond this singular circumstance. The commission moved and authorized the chair to sign the agreement.
The commission also approved a post‑payment approval for a sheriff’s office 911 custom invoice that exceeded the authorized approval limit; the amount read into the record as '13,95' in the transcript and the precise dollar formatting was unclear in the audio/text. The board approved the payment out of the VIN inspections fund.
Commissioners approved the sports complex quarterly request of $12,500 from the management and operating reserve fund, allocating $2,500 to USC 377 and $10,000 to Ason Sports and Fitness.
The community corrections director (Katie) received board authorization to make a purchase from grant funds before a June 30 grant‑cycle deadline, with purchase authorization amounts read into the record (vehicle authorization read as '17,39665' and office equipment authorization read as '14,60' in the transcript; those figures’ formatting was unclear). Commissioners approved the requested authorizations consistent with grant rules and Atchison County purchasing thresholds.
On the Memorial Hall lease, the commission agreed to convert the current lease arrangement into a memorandum of understanding for July 1, 2026–June 30, 2027, removing a property/casualty reimbursement requirement because the county’s insurance coverage would apply to the building; counsel was directed to revise the document and circulate it for final approval. Commissioners also scheduled review of an updated county lake resolution for a future meeting.
All three commissioners present participated in motions at various points; executive sessions on non‑elected personnel wages were held during the meeting and the board returned stating no formal action was taken during those closed sessions.
