The Melbourne City Council approved a $16,799.22 payment from the sewer fund to cover a Planning & Design loan portion that normally rolls into the State Revolving Fund loan, council records show. Councilmember Beth Smith moved the payment and Beth Opperman seconded; the motion passed on a unanimous voice vote.
Council members discussed $74,610.77 remaining from an American Rescue Plan Act (ARPA) grant that must be allocated by December 2024. The grant’s declared purpose was described in the meeting as replacing general revenue, a use that the council said would allow infrastructure projects to be considered. InRoads inspected streets on Aug. 8 to prepare an estimate; council members noted $62,000 is currently budgeted for the street project and that any amount exceeding that will be taken up at a future meeting.
Council did not take further action at the meeting on how any ARPA surplus would be spent beyond infrastructure and reserved full allocation decisions for a later agenda. The council also recorded municipal revenue and expense figures during the meeting; the clerk reported total receipts of $87,080.81 and total expenses of $137,627.51.
The council suspended the meeting briefly at 7:05 p.m. after fire and first responders left for an emergency and resumed at 8:20 p.m.; no business was conducted while the meeting lacked a quorum. The next steps on ARPA allocation and any potential budget amendment tied to the street project will be discussed at an upcoming meeting.
