A first reading of ordinance 2026‑25 introduced a proposed subdivision for tax parcel 0003F00100A (100 Thomas Road) that, if approved, would divide the property into 36 lots zoned R‑3.
Dennis King, who spoke during public comment, said the project will extend an earlier development phase and consist of smaller, low‑maintenance houses built with hardy‑rock and brick exteriors, sidewalks and a homeowner's association to maintain yards. "They're really nice homes," King said, adding the floorplans would be modest in size and that the developer is keeping prices down by limiting square footage and offering optional larger units.
King described infrastructure work already coordinated with the city, including rerouting a water main, and said one phase could ultimately connect from Thomas Road to Battlefield Parkway. He also said some lots may forgo garages and instead offer small storage areas, to keep costs and lot coverage low.
The ordinance was read as a first reading; the mayor said the council cannot vote on first readings at the same meeting. The council scheduled a special called meeting for June 1 at 8:30 a.m. to consider final action on the zoning items introduced that night.
If approved at second reading, the ordinance would amend the city’s official zoning map to reflect the new subdivision. The council did not take a vote on the ordinance at the May meeting.
