San Luis board approves permanent easement to let city loop water line past detention center

The San Luis Facility Development Corporation on Jan. 28 approved a resolution authorizing conveyance of a permanent roadway and utility easement to the City of San Luis to allow a looped water‑line connection near Avenue D and County 23½.

Director Aloa explained the easement is needed because the city does not own the land across the north and east property lines of the detention facility and requires the right‑of‑way to run the water line. "The city's intent here is to actually make that connection ... the need of this new water line is mainly to provide a more redundant, more capable water system that ... provides better service to our community," Aloa said.

Board members discussed the technical purpose of the easement—establishing redundancy and extending the water line west of St. Luis Lane and around the facility—and then voted to approve the measure touted as necessary for future connectivity and reliability. President Jenny Torres moved to approve resolution 2026‑01; the motion was seconded and passed by voice vote. The board announced three affirmative responses and "motion carries."

The board instructed staff to prepare the easement instrument for recordation; no detailed construction schedule was presented in open session. Directors adjourned the meeting after the vote and apologized to the public for technical difficulties that affected the session.

The easement vote completes the board’s formal approval to transfer the rights needed for the City of San Luis to construct the connection; follow‑up steps include preparing and recording the easement and coordinating construction responsibilities with city staff.
