The Michigan City Planning Commission voted June 23 to approve the primary plat for Twilight Crossings, a minor subdivision at 2400–2408 Franklin Street, authorizing the division of a single parcel with three structures into a commercial lot and a residential lot.
Planning staff told the commission the parcel comprises roughly 14,375 square feet and currently contains three principal structures: two residential units and one commercial structure. Staff said the proposal would split the site so Lot 1 contains the commercial structure and Lot 2 contains the two residential structures. Staff recommended approval, subject to two conditions: an executed and recorded cross‑access easement between the new lot owners prior to recording the secondary plat, and approval by the enforcement officer of egress/ingress and parking plus installation of curb/curbing along Greenwood Avenue per the city engineer’s specifications.
Attorney Hail, representing the petitioner, told the commission that notice requirements were satisfied and clarified the subdivision process: the commission approves the primary plat; after that the petitioner files a secondary plat that is reviewed and recorded by the enforcement officer and planning department. Hail also noted corrections to the application record (owner name and tax parcel number) and confirmed that owner consent has been provided.
Applicant Nathan Pluster explained the request, saying, “I’m here to ask for approval for the subdivision for Twilight Crossings,” and that he will retain ownership of the commercial parcel while the two residential homes will remain with their current owner.
During questioning, commissioners pressed staff and the applicant on access, parking and a narrow paved strip shown on the plat. The applicant’s surveyor, Steve Thate, said the strip is an old driveway/walkway and is not intended for parking; staff and the petitioner confirmed parking will be provided for the two homes and that the cross‑access easement will allow residents to reach their homes from the shared parking area.
Public commenter Tommy Kavik identified the parcel as the former Roma’s Pizza and said a Hungry Howie’s pizza is planned for the commercial lot, saying, “They got real good pizza…we want to certainly welcome them and wish them the best.”
Commissioner Christina Espar moved to approve petition 903-26 for primary plat approval "contingent upon meeting the staff recommendations, the two staff recommendations noted in their staff report as well as the requirements outlined in legal counsel’s attorney report." The motion was seconded and approved by roll call; the commission announced the petition was approved.
Next steps: the approval granted was for the primary plat only. As Attorney Hail explained, the petitioner must satisfy the staff conditions and proceed with filing a secondary plat for review and recording by the enforcement officer and planning department before the subdivision is finalized.
