Merrill council adopts collective bargaining agreement and revises clerk contract in 4–1 vote

The Merrill City Council approved a package of personnel and insurance items at its Feb. 17 meeting, including a collective bargaining agreement, an employment-contract revision for the City Clerk/Treasurer and an insurance premium approval.
Councilmember Conley moved to approve RESOLUTION NO. 2025-4, adopting a collective bargaining agreement between the Merrill Police Department, the Public Works Department and the City of Merrill; Hemmelman seconded and the resolution passed on a roll-call vote of the council. The resolution appears in the meeting minutes as RESOLUTION NO. 2025-4.
On a separate motion by Held, seconded by Hemmelman, the council voted to revise the City Clerk/Treasurer employment contract to reflect a wage-increase schedule and updated vacation, sick time accruals and holiday pay tied to the collective bargaining agreement. The clerk-contract revision passed on a roll-call vote of 4–1: Conley, Held, Hemmelman and Hoyt voted aye; Rieken voted no.
Council also approved Central States insurance premiums for FY24–25 on a motion by Held, seconded by Hemmelman; the roll-call vote was unanimous.
All of these actions were recorded as formal motions in the minutes. The clerk contract revision and the collective bargaining agreement will be implemented according to the timetable set out in council documentation and the agreement itself.
