Merrill council approves $171,744 maintenance-building payment, $73,000 lagoon repairs and shifts LOST funds to capital projects

The Merrill City Council approved three funding actions on Feb. 17 to advance a new maintenance building and repair the city lagoon.
On a motion by Councilmember Held, seconded by Hoyt, the council authorized submission of payment of $171,744 to Kunkel Construction to purchase building materials for the city maintenance building. The motion passed on a roll-call vote of Conley, Held, Hemmelman, Hoyt and Rieken — ayes; motion carried.
Separately, the council approved a motion by Conley, seconded by Hoyt, to submit payment of $73,000 to Barcon Inc. for repairs to the city lagoon to return the facility to a pre-disaster state; the roll-call vote was unanimous and the motion carried.
To fund the maintenance building work, the council adopted RESOLUTION NO. 2025-5, transferring Local Option Sales Tax (LOST) proceeds into the Capital Projects fund. The resolution was moved by Held and seconded by Conley and passed unanimously.
The votes were recorded as formal roll-call motions in the council minutes. Next procedural steps noted at the meeting included scheduling of a March 31 special meeting to set the tax-levy and to adopt the full budget, which will determine final project budgeting and expenditure authorization.
